MORRIS COUNTY PSYCHOLOGICAL ASSOCIATION BYLAWS-REVISED 06/10/05.
Our Mission is to provide information about the science and practice of psychology to our members and to the public.
Our Vision is to be recognized by the public and mental health professionals as the primary resource for psychologists and consumers in Morris County.
The Morris County Psychological Association is an affiliate of the New Jersey Psychological Association.
1.0 Membership:
1.1 Any licensed doctoral level psychologist who lives or works in Morris County and is also a member of NJPA is eligible for full membership.
1.2 Those non-doctoral psychologists who are licensed under the grandfather clause and are members of NJPA are also eligible for membership.
1.3 Only full members of MCPA may be listed in the public Membership Directory, which is distributed both in hard copy and on the MCPA website.
1.4 Any psychologist who fulfills the membership qualifications of paragraphs 1.1 or 1.2 but who lives or works in a neighboring county to Morris County, one not served by an affiliate organization, is eligible for membership under the category of “Affiliate Member.”
1.5 An “Affiliate Member” can also include anyone holding a Masters level degree or higher but who is not both licensed and a member of NJPA.
1.6 Affiliate Members can vote and be members (but not chairs) of committees. They will be listed in a members’ only directory, but not in any publicly listed directory (printed or on line).
1.7 Graduate students may become “Student Members” according to the guidelines established by the New Jersey Psychological Association (NJPA) for student membership to NJPA.
2.0 Officers:
2.1 The Officers are President, President Elect, Secretary and Treasurer.
2.2 All Officers and members of the Executive Board must be full members of
MCPA.
2.3 Officers and members of the Executive Board are elected annually, serving terms from July 1-June 30.
2.4 Officers can be re-elected for additional terms.
2.5 Officers for the coming year will be elected by the majority of members in attendance at the May meeting, unless another date is arranged by the Executive Board.
2.6 The President presides over MCPA meetings, makes appointments to subcommittees, prepares the agenda, and votes only in the case of a tie.
2.7 The Secretary will keep the minutes of the organization, and handle correspondence.
2.8 The Treasurer will collect dues, make disbursements and maintain financial records.
2.9 An Executive Board, consisting of President, President-elect, Past President, Secretary, Treasurer, Membership Chair(s), Program Chair(s), Representative(s) to NJPA, and Webmaster(s) will meet at the discretion of the President to discuss issues. The Executive Board will recommend matters for vote by the full membership as necessary.
3.0 Meetings:
3.1 MCPA shall meet at least eight (8) times per year. Members will receive a schedule of meeting dates before the first meeting in September.
3.2 The meetings shall be scheduled by the Officers.
3.3 The meetings may be changed at the discretion of the Officers with as much prior notice to members as possible.
3.4 At the discretion of the Executive Board, specific meetings may be opened to non-members of MCPA.
4.0 Voting:
4.1 All decisions of MCPA shall be by simple majority of those members present.
4.2 The voting members present at a regular meeting of the general membership shall constitute a quorum for the transaction of business. If those present constitute less than one-fourth of the voting membership, any action taken at such meeting could be presented for reconsideration by mail ballot of the voting membership providing there is a written request to the President by at least five (5) percent (%) of the voting membership within thirty days following the meeting.
5.0 Dues:
5.1 Dues will be collected annually at a rate set by vote of the membership.
5.2 Dues for Affiliate and Student Members will be at a lower rate than dues for Full Members.
5.3 A discount can be offered to two members if they live in the same household
6.0 Committees:
6.1 The Officers shall provide for the following standing committees: Membership, Program, and Website.
7.0 Amendments:
7.1 Additions and deletions to these by-laws shall be made by amendment.
7.2 Proposed amendments shall be sent to MCPA members at least two (2) weeks prior to voting.
7.3 Amendments shall carry by affirmative vote of a majority of those voting. If this vote constitutes less than one-fourth of the voting membership, any action taken at such meeting could be presented for reconsideration by mail ballot of the voting membership providing there is a written request to the President by at least five (5) percent (%) of the voting membership within thirty days following the meeting.
8.0 Review of By-Laws
8.1 By-Laws must be reviewed at least every five (5) years by the Executive Board.
